Finn Balor (15% chance)
Finn Balor, after his two consecutive victories, has been on a roll. It feels like the WWE has started to reinvest in him despite it never making any sense as to why they stopped in the first place. Balor probably had the best debut month in the WWE since he became the first ever Universal Champion in his PPV debut. Unfortunately, he had to relinquish his championship the next night due to an injury. This happened in 2016 and since his comeback, the WWE has never truly focused on the storyline of Balor regaining his title back.
Poor creative writing and mishandling led to Balor being lost in the shuffle for the past two years until TLC 2018, when he picked up a much-needed victory over Drew McIntyre. The chances of Balor emerging victorious at the WWE Royal Rumble are relatively higher because there’s an amazing storyline waiting to be told with Balor as the winner. The writers could focus on Balor being forced to relinquish the title earlier and build a David vs. Goliath storyline against Brock Lesnar, which would undoubtedly prove profitable. WWE can potentially create a huge star out of Finn Balor from this rivalry – but only if they decide to finally push him to the top.
